These children are disproportionately affected by developmental delays, emotional trauma, and behavioral challenges, but most go unidentified.\nMany families are unaware that Early Childhood Intervention (ECI) ends at age 3, and that public schools are legally required to offer special education services starting at birth under Child Find.
