Why early support matters and why it's missing

In Tarrant County, nearly 1 in 4 children under the age of 5 lives below the poverty line. These children are disproportionately affected by developmental delays, emotional trauma, and behavioral challenges, but most go unidentified. Many families are unaware that Early Childhood Intervention (ECI) ends at age 3, and that public schools are legally required to offer special education services starting at birth under Child Find. Unfortunately, without direct referrals or school-based outreach, most children fall through the cracks.

At the CFPS Foundation, we serve as the developmental assessment hub for children ages 3 and up—especially those in underserved communities. Our team of Licensed Specialists in School Psychology (LSSPs) provides comprehensive evaluations, equips families with knowledge, and connects them to school-based services, community resources, and early interventions.

Long-Term Consequences of Missed Early Intervention

Without early identification, children face higher risks of school failure, social-emotional struggles, and long-term mental health issues. Your support helps us provide free or low-cost assessments, psychoeducation, and advocacy to families who would otherwise go without.

Research indicates that children with untreated developmental delays face significant long-term challenges:

  • Academic Struggles: Children with sustained developmental delays are at higher risk of learning difficulties, behavioral problems, and functional impairments later in life.
  • Increased Special Education Needs: Delayed identification often leads to more intensive and costly special education services in later years.
  • Economic Impact: Research indicates that every dollar invested in high-quality early childhood programs can yield up to $7.30 in societal benefits, including reduced special education costs, lower crime rates, and increased earnings.

Why Title 1 Schools and Serving Daycares?

We focus on Title I schools and their feeder daycares because they serve the highest-need communities, where poverty rates are highest and access to mental health and developmental services is limited. Children in these schools are more likely to:

  • Enter kindergarten unprepared,
  • Struggle with undiagnosed behavioral or learning difficulties,
  • Lack consistent medical care or developmental screenings.

By partnering with Title I schools and early learning centers, we can reach children earlier, provide comprehensive assessments, and ensure families understand their rights and resources, before challenges escalate.
